Nytt produsentansvar for fiskeutstyr i plast

Norway is introducing a new extended producer responsibility scheme aimed at reducing plastic pollution and increasing the recycling of fishing gear. Producers and importers must now be affiliated with an approved producer responsibility organization and ensure that discarded equipment is collected and treated in a circular and environmentally sound manner.

Timeline

5 June 2019: The EU directive is adopted:
The European Parliament and the Council adopt Directive (EU) 2019/904 to reduce the environmental impact of certain plastic products. This includes fishing, recreational fishing and aquaculture equipment containing plastic.

September 24, 2021: The act incorporated into the EEA Agreement:
Norway is obliged to introduce producer responsibility for fishing gear containing plastic, with the aim of reducing environmental impact and promoting a circular economy.

3 September 2024: Proposal for regulatory regulation published:
The Norwegian Environment Agency publishes the consultation note and proposals for regulatory regulation for producer responsibility.

23 December 2024: Public consultation deadline:
Deadline for submitting consultation statements to the Norwegian Environment Agency. All input must be submitted via the Norwegian Environment Agency's website.

3 December 2025: The regulation is submitted to the Ministry of the Environment.
Once the Norwegian Environment Agency has finalized the regulations, they will be submitted to the Ministry of Climate and Environment for final approval.

1 January 2026: Entry into force of the regulation:
The extended producer responsibility scheme enters into force. Producers’ obligations take effect, and applications for approval as a producer responsibility organization will open. Producers must affiliate with an approved producer responsibility organization and report the quantities put on the market.

1 March 2027: Collection obligation enters into force:
The producer responsibility organizations’ obligation to ensure the actual collection and further treatment of plastic-containing fishing and aquaculture equipment enters into force.
